DO NOT CALL THESE NUMBERS IF YOU ARE OUTSIDE THE AFFECTED AREAS, ARE LOOKING FOR INFORMATION, OR ARE NOT HANDLING A LIFE-AND-DEATH EMERGENCY IN THE DISASTER ZONE.
The Coast Guard strongly urges people in distress in the New Orleans area contact the search and rescue emergency line for the State Office of Emergency Preparedness in Baton Rouge, La. (Reference http://www.uscg.mil) Emergency situations should be reported to the Emergency Operations Center:

Trapped hurricane victims that cannot reach local rescuers by phone should call the United States Coast Guard at 800-323-7233. This number is for assistance to trapped victims only. State of CA OES
If You See Rescue Aircraft and Need Rescue
- Display a white sheet on the roof of a building.
- Be ready to wave something to notify the helicopter that you need to be rescued.
- If it is at night you need to use flash lights to signal the helicopter.
- You need to stay at the highest point.
- DO NOT ATTEMPT TO ATTRACT ATTENTION BY FIRING ANY WEAPON. (Marine or emergency signaling flare pistols are likely acceptable, if you're lucky enough to have one.)
