General Communications Advice
- Text is best: Cellular providers are suggesting that if cell networks are available that you text message rather than make calls where possible as text message will put less strain on the network allowing more calls to get through.
- If you have internet access, you can send free text messages via [1]. 2005 Study from GSMA [2] reports that in the aftermath of disaster text messaging worked where landlines and other methods failed.
- If cordless phones are not working because the power is out, try a corded phone as well to see if phone lines are still operational.

CaringBridge is the oldest, most widely used free Internet service of its kind, helping people stay connected with loved ones during challenging times. It takes about 5 minutes to set up a personal and private CaringBridge Web site for communicating with family and friends.
CaringBridge may be used by survivors who have been displaced by Gustav, their family and friends, and workers. In many cases, displaced persons may only have telephone service. In these instances, another family member or host family may wish to create a CaringBridge Web site to keep the circle of family and friends informed, on behalf of the displaced loved one. The URL is http://www.CaringBridge.org and the phone number is 651.452.7940 (office will open 9/2).
